Fire Safety Design and Consultancy Across Lithuania
Fire safety and civil protection are the two areas of work of UAB “ID projektas”: we prepare design sections and statements, carry out expert assessments and risk assessments, and calculate the fire resistance of structures. We work with designers, contractors and building managers across Lithuania, from our office in Vilnius.
The team is led by a fire safety expert with a PhD in construction materials science. The project section lead has over 15 years’ experience in the field.

Fire and Civil Protection Engineering: What We Do
We offer four service areas: design, expert assessments and engineering surveys, calculations, and civil protection solutions. Each has its own page detailing scope, process and pricing. Clients often combine several services for one project—for example, a design section and a smoke extraction calculation.
Fire safety design
We prepare the fire safety section for technical and detailed design projects, as well as specifications for single-family and two-family homes and buildings with simple layouts. We design internal fire water systems, fixed fire suppression systems (sprinkler, aerosol and gas suppression), fire detection and alarm systems, and voice alarm systems.

Expert assessments and engineering surveys
We carry out partial design reviews and building audits in accordance with Lithuanian and international standards and insurers’ requirements. We take part in building handover for use, coordinate with the commission, and advise on the application of regulations and the design of timber buildings.
Fire resistance and evacuation calculations
We calculate the fire resistance of steel, timber and reinforced concrete structures, determine evacuation times, assess risks in existing buildings and select compensatory measures. We optimise smoke control systems and design ductless (JetFan) smoke control systems.
Civil Protection
We design emergency shelters, bomb shelters and collective protection structures, assess existing buildings, and prepare analyses, risk assessments, preparedness plans and civil protection documentation. We advise municipalities, businesses and building managers on civil protection.

Why choose ID projektas: certified fire safety specialists
Projects are prepared by certified specialists, not subcontractors. The core team consists of an expert and a project section lead, each with over 15 years’ experience. Their professional certificates and qualifications are publicly listed on the team page.
- Irina Demidova-Buizinienė – fire safety expert, PhD in construction materials science, certified cultural heritage specialist, member of LGSA and PDPA, and since 2025 an associate professor at VilniusTech. She has delivered projects in Lithuania and abroad.
- Edita Dulko – Head of Fire Safety Design, with over 15 years’ experience in design and safety assessment.
Facts you can verify:
- We specialise in fire safety for timber buildings and cultural heritage sites, where standard solutions are often unsuitable.
- In August 2026, the structural timber factory at Akmenė FEZ received its construction completion certificate.
- We are publishing our 2025 sustainability report, and since February 2026 our office has used only green electricity.
- We take part in the national conference “Fire and Civil Protection” and teach students at VilniusTech.
How the design process works: from enquiry to an approved project
The process has five stages, and you’ll receive an initial response with a preliminary scope within a few business days. Timelines depend on the building category, the number of design sections and how quickly we receive the architectural and structural documentation.
- Enquiry and initial information. Send us architectural drawings, design proposals or documentation for an existing building. We assess the scope and provide a proposal with a fixed price and timeline.
- Requirements analysis. We determine the building category, fire resistance rating and applicable provisions of the construction technical regulations, and agree on the outline solutions with the architect and structural engineer.
- Design and calculations. We prepare the fire safety section of the project and carry out evacuation, smoke control and structural fire resistance calculations, recommending compensatory measures where needed. The timeframe depends largely on the building category.
- Coordination. We submit the section for expert review, respond to comments and take part in coordination with the Fire and Rescue Department.
- Handover and completion. We hand over the approved section and, at the end of construction, take part in the building’s handover for use and its approval by the commission.
Who we work with: architects, contractors and building managers
Our clients fall into three main groups:
- Architects and lead designers – we’re most often hired by those who need a fire safety designer for a separate project section.
- Contractors and property developers – the second group, for whom getting the design approved without extra rounds of revisions is important.
- Existing building managers – the third group who need an audit, risk assessment or emergency shelter design.
Typical projects:
- industrial and logistics buildings, including projects in free economic zones;
- timber buildings that require justification of fire resistance;
- heritage buildings, where standard solutions do not apply;
- single-family and two-family homes requiring a fire safety statement;
- municipal and business buildings – emergency shelters, bomb shelters, civil protection documentation;
- existing buildings requiring an audit to meet insurers’ requirements.
Fire Safety in Vilnius, Kaunas and Across Lithuania
Our office is located at Marijampolės g. 5, Vilnius, but we prepare projects across Lithuania. Site inspections, coordination and handover are carried out on site. For international clients, we prepare projects in accordance with Lithuanian and international standards. Our team’s expert has experience working not only in Lithuania but also on projects abroad.
What determines the cost of fire safety design
We set the price after reviewing the initial information, rather than using a fixed price list, as it depends on the building’s category and scope. Our proposal specifies a fixed fee for each section and the number of coordination rounds included.
The price depends on:
- building category and total floor area;
- project stage—design proposals, technical design or working drawings;
- number of sections: just one, or also fire suppression, alarm and voice alarm systems;
- calculation requirements – fire resistance, evacuation time, smoke control modelling;
- the condition of the existing building documentation, when assessing a building already in use.
Frequently asked questions
When is a fire safety design section required, and when is a statement enough?
A fire safety statement is used for single-family and two-family homes and buildings with a simple layout. More complex buildings—public, industrial and multi-apartment buildings—require a full fire safety design section covering evacuation, fire resistance and fire suppression solutions. We’ll tell you which document your building needs during the initial consultation, based on its category and intended use.
Can you develop design solutions for a timber building?
Yes, fire safety for timber structures is one of our specialisms. We calculate the fire resistance of timber structures, select protective measures and advise on timber building design. Our team’s expert holds a PhD in building materials science, so our solutions are based on material properties, not just minimum code requirements.
What is an emergency shelter, and does my building need one?
A shelter is a room or structure where people can take temporary protection from the effects of an explosion or collapse. Shelters and collective protection structures provide a higher level of protection. Whether your building needs a shelter depends on its intended use and current civil protection requirements. We assess the existing building and prepare a report with design solutions.
Do you support the building handover process?
Yes, we take part in the construction completion process and coordinate safety solutions with the commission. Before handover, we check that the implemented solutions match the approved design and identify any necessary corrections. This is also relevant when another company prepared the design and solutions changed during construction.
